The organization known as the Veterans of Underage Military Service was formed in 1991 by Allan Stover. In 1995, Ray Jackson and his wife began this project with the intent of completion. They labored for 12 years. After speaking with Mr. Jackson, He informed me that due to his health, he would not be able to undertake the work required to finish. So Joe and Bonnie Bourque took the project under their wing, and in 2010, it became a reality.
